Random Cleaning

Every morning on my way to work I notice the oddest thing.
Outside the building site that is the future Eircom building across the road from Heuston station, there is one of those road sweeper/clean van things.
It goes up and down, up and down outside the entrance to the site - all day. 100metres up and down, up and down stopping in the bus lane for a rest every once in a while.
Why? Why does that 100metres need cleaning (or more accurately, dirt wetting and spreading) and not inside the site (I’ve looked - nada) or further along the dirty road?
These are the things that make my morning commute interesting.
Actually!! Maybe that’s it - it’s for the sole purpose of keeping drivers interested and, therefore, awake.
